Reporting to the City Manager, the Chief of Staff is a highly visible position leading and supporting a number of activities and initiatives to advance the objectives of the City Manager and Executive Leadership Team. As the Chief of Staff you will provide strategic advice to the City Manager and Executive Leadership Team on current and emerging issues facing the City of Edmonton. You will build and enhance corporate governance structures, including the newly formed branch manager committees and provide a level of integration to ensure a One City approach. You will develop Executive Team Leadership agendas that are strategically aligned to drive the corporate mandate and create momentum. You will work with Departments, other orders of government, and key stakeholders to facilitate opportunities for collective input and engagement. In addition, you will manage the Office of the City Manager, represent the City Manager on select committees; and where required, attend meetings as the City Manager’s representative.
As the successful candidate, you will have 10 plus years of municipal government experience in progressive leadership positions and are adept at balancing strategic planning with executive level consultant and communication skills. You are an experienced leader who understands complex municipal subject matter, including governance and financials, with a demonstrated capability to build influential relationships that produce measurable results. You exercise sound judgment, are politically astute, and have strong analytical and problem solving skills. Always flexible, you are able to effectively move between multiple, diverse assignments and quickly adapt to rapidly changing environments.
This position requires the successful candidate to:
Prepare and submit oral and written reports and recommendations; and assist the City Manager in evaluating City plans and objectives by performing research, review of materials, analysis and assembly of factual information
Bring matters of high urgency and sensitivity to the attention of the City Manager and/or the Executive Leadership Team, along with recommended solutions
Support the Executive Leadership Team in corporate transformation activities, including the development of a new internal corporate governance framework and other organizational development activities
Ensure that leadership, organizational climate and resources are aligned for successful implementation of the corporation's strategic management framework which includes The Way Ahead, Business Plans, Performance Measures, and Enterprise Risk Management
Contribute to the development of the 10 year strategic plan, in collaboration with other senior City stakeholders
Develop effective Executive Leadership team meeting agendas that identify clear objectives, and include thoroughly prepared background material. Monitor execution of leadership team decisions.
Develop collaborative and influential relationships with City Departments, external organizations and other orders of government to address municipal priorities
Support the Executive Leadership Team and the organization with change tactics and strategies in support of departmental change initiatives
Manage the interests of the Corporation on intergovernmental issues at the administrative level through active participation in professional associations and with applicable Provincial and Federal ministries, agencies and crown corporations
Directly lead and/or support City manager projects and initiatives
Ensure internal and external inquiries are appropriately addressed and managed by Administration in a comprehensive, clear and timely fashion
Recognized University degree in a relevant discipline; an MBA would be an asset
Demonstrated 10 to 15 years of progressively responsible experience in diverse portfolios at the municipal government level
Strong background in finance, governance, business operations and data analytics
Experienced business leader with a solid track record of delivery within municipal government
Demonstrated business acumen and success; able to assess implications of decisions and actions; able to understand how strategies and tactics work in the municipal sector
Experienced in collaborating within a multi-disciplinary, diverse and dynamic team and a proven ability to work collaboratively with stakeholders to create a results-driven, team oriented environment
Profound analytical and conceptual skills as well as creative/out-of-the-box thinking
A professional demeanor and the ability to interact with persuasiveness and confidence, an excellent communicator and facilitator, with solid people skills and competence in writing
Demonstrated expertise in building teams, managing and influencing people, processes and stakeholder relationships. Proven effectiveness leading professionals in a diverse portfolio
Demonstrated leadership skills; able to identify meaningful goals and capture the imagination of a motivated management team
